Administrative Assistant
The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate from its 43 member states. The CEB finances investment projects in social sectors, including education, health and affordable housing, with a focus on the needs of most vulnerable.
The Executive Office (EO) provides support to the CEB’s leadership and identifies strategic development and business transformation opportunities to broaden the CEB’s strategic perspectives and ensure a better delivery of its mandate.
The Communication Unit (EO-COM) promotes the CEB’s visibility and external communications as Europe’s social development bank. The Unit distils messages and disseminates editorial content adapted to various target audiences across communication channels (website, social media, intranet), supports events and initiatives promoting CEB operations, and contributes internally to forging a sense of belonging around institutional values and targets.
The Communication Unit (EO-COM) is looking for a dynamic, proactive and multi-tasking Administrative Assistant to support the team across all its administrative functions. The primary responsibility of the Assistant is to assist EO-COM in the day-to-day activities of the Unit. The successful candidate will report to the Head of Communication and work in close collaboration with relevant colleagues in EO-COM, across the Bank and with external counterparts.
Main Responsibilities:
- Support the Unit in organising banqueting, transportation and/or other services related to the CEB events, conferences, annual meetings.
- Process all invoices of the Unit and EO, following the entire process from start to finish, supporting the other members of the team.
- Provide administrative support to manage the EO and EO-COM budget lines.
- Develop and maintain a database of potential audiences for different types of events to ensure appropriate participation.
- Set up unit meetings, including by sending invitation schedulers.
- Any other administrative tasks to support the EO-COM Unit in its daily work and mission travel, as and when assigned.
PROFILE
Academic background:
- University degree (Bachelor or equivalent) in Business administration, Accounting, Finance, or equivalent, and relevant studies.
- A combination of secondary education and relevant professional experience may be accepted in lieu of a university degree.
Professional background:
- Proven administrative experience of minimum 2 years, ideally acquired in an International Organisation, an International Financial Institution, or a European Institution.
- Solid experience of invoice processing.
- Experience with providing budget management support. Experience with contract management and knowledge of DocuSign platform.
- Strong organisational and coordination skills.
- Ability to work in a fast-paced environment under tight deadlines.
- Ability to draft e-mails and correspondence, displaying a sense of diplomacy, protocol and relationship-building skills in both English and French.
- Familiarity with VAT management and exemptions in International Organisations will be an asset.

- Experience in using SAP S/4 HANA module would be a strong asset.

EMPLOYMENT CONDITIONS
1) The CEB offers an initial 6-months temporary appointment starting as soon as possible with, under certain conditions, the possibility of renewal up to a maximum of 24 months.
2) Grade and salary:
- B3
- Depending on level of experience, monthly salary range starts at 4,442.88€ plus allowances based on eligibility, exempt of French income tax.
- Appointment may be made at a lower grade, based on the qualifications and professional experience of the selected applicant.
- Grades are established without any discrimination (including gender discrimination)

As an international financial institution, CEB remuneration is exempt of income tax in France.
