Funding Officer
The Council of Europe Development Bank (CEB) is a multilateral development bank with an exclusively social mandate from its 43 member countries. The CEB finances investment and provides technical assistance in social sectors such as education, health and affordable housing, while focusing on the needs of vulnerable people, as well as on the social dimensions of climate change and the environment.
The Finance Directorate (FIN) ensures that the CEB’s financial management preserves its robustness and resilience in the pursuit of its social mandate. FIN provides sustainable financial solutions for CEB’s clients and obtains financial resources at competitive terms through bond issues in the financial markets and investor relations management. FIN ensures the adequate liquidity level to cover lending activities and enables the Bank to honour its debt maturities and face unexpected events while generating net profits and continuously strengthening the CEB’s own funds.
FIN also maintains the CEB’s sustainable profitability by managing the Bank’s balance sheet and supporting the Loan & Social Development Directorate in negotiating loan prices with borrowers. FIN ensures the first line of defence of the CEB’s risk management by managing and controlling liquidity, interest rate and foreign exchange risks. Finally, FIN also guarantees the safe settlement of all cashflows.
The Funding and Investor Relations team is seeking an experienced, skilled and dynamic Funding Officer to execute and secure funding transactions in compliance with the CEB’s funding programme, financial framework and rules. The role includes managing the global relationships with banks, institutional investors and other fixed income market participants.
KEY RESPONSIBILITIES
- Support the planning and execution of the CEB’s annual funding programme across international capital markets.
- Assist in the structuring, pricing and documentation of bond issuances via syndication or private placement in compliance with internal policies, sustainable finance frameworks and international capital market standards.
- Carry out hedging operations in various currencies, structures and maturities.
- Monitor global capital markets, interest rate developments, investor demand, and macroeconomic trends to identify funding opportunities and market risks.
- Prepare presentations on the Bank’s funding-related activities. Participate in meetings, roadshows and communication activities with investors to promote the Bank. Participate in IFI working groups to exchange on best practices.
- Contribute to the development, implementation, and reporting of the Bank's Social Inclusion Bond Framework, including alignment with recognised market principles and standards.
- Prepare briefing notes, management reports, market intelligence, and presentations for senior management and governance committees.
- Follow developments in FinTech and digitalisation trends. Develop, maintain, and enhance database to ensure the accuracy, integrity, and timely availability of market, funding, and sustainable finance data for analysis and reporting.
PROFILE
Academic background:
- A university degree (Masters or equivalent) in Finance, Economics, Engineering or related field.
Professional background:
- A minimum of 5 years of experience in capital markets, with in-depth knowledge of fixed income markets including derivatives.
- Very good knowledge and practical experience of using Bloomberg and Refinitiv Workspace.
- Proven experience in database design and management.
- Excellent IT skills and proficiency in the use of standard office application tools (Word processing, PowerPoint presentation, Outlook, web publications) as well as programming skills (Excel spreadsheets including complex- or customised- formulas, databases – notably Access, querying languages and tactical coding languages such as VBA).
- Strong writing and presentation skills: can communicate, present and draft reports clearly, concisely and convincingly.
- Demonstrated problem solving skills and critical thinking. Ability to find appropriate solutions to problems/issues within short deadlines.
Language skills:
- Excellent command of one of the two CEB official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.

EMPLOYMENT CONDITIONS
1) Initial 4-year contract (including a one-year probationary period) with the possibility of renewal one or more times up to six years and of conversion into an indefinite-term contract
2) Grade and salary:
- A2/A3
- Depending on level of experience, monthly salary range between 7 652.42 EUR and 9 442.63 EUR, plus allowances based on eligibility, exempt of French income tax.
- Appointment may be made at a lower grade, based on the qualifications and professional experience of the selected applicant.
- Grades are established without any discrimination (including gender discrimination)

As an international financial institution, CEB remuneration is exempt of income tax in France. In addition, our offer includes allowances* based on family / personal situation, and medical and personal insurance. Staff members benefit from a contributory pension plan which provides them with either a pension or a leaving allowance.
