Security Technical Officer

The Corporate Services Directorate (CS) delivers client-oriented, integrated services, to optimise the work environment and enable the CEB to deliver its mandate. As a business partner, CS supports a capable workforce that is digital and connected, in an adapted and safe working environment, and with efficient travel and visa services. Within Corporate Services, the Facility & Travel Management Division (CS-FTM) provides an adapted, pleasant and safe working environment for each staff member to contribute to an efficient and serene work atmosphere. The successful candidate will report to the Head of the Facility & Travel Management Division.
KEY RESPONSIBILITIES
Operational Security & Safety Management
- Lead day-to-day security and safety operations and supervise external service providers, including reviewing reports and coordinating incident responses.
- Ensure operational on‑call availability to address urgent security or access control issues.
- Guarantee secure conditions for Board meetings (Administrative Council, Governing Board, Auditing Board) and for events involving external participants.
- Oversee daily access control to the Paris premises, including badge administration and rights management.
- Administer and monitor travel security, including for travel to Ukraine
Security Infrastructure Oversight
- Monitor regulatory inspections and ensure proper functioning of technical security infrastructures (CCTV, access control, security servers, intrusion alarms, fire safety and automatic extinguishing systems).
- Maintain and update technical documentation, ensuring continuous compliance with legal, regulatory and corporate requirements.
Safety & Security During Works
- Assess and manage safety requirements for CEB staff and contractors before, during and after construction or maintenance works.
- Draft, implement and monitor specific procedures related to works, including dedicated evacuation plans.
- Coordinate with the Facility Management Coordinator on project follow-up and incident management.
Risk Prevention & Emergency Preparedness
- Deliver security briefings to new staff members during onboarding.
- Develop, maintain and test Business Continuity Plans in collaboration with the Operational Risk Unit.
- Prepare, coordinate and assess fire evacuation drills.
- Organise first-aid training in cooperation with the HR Division.
- Prepare and follow up on Health and Safety Committee recommendations.
- Participate in risk assessments regarding staff presence outside the CEB’s Headquarters.
Administrative & Financial Management
- Manage and monitor the security and safety budget.
- Draft technical Terms of Reference for security‑related tenders (e.g., CCTV upgrades, software maintenance).
- Enter all security and safety‑related invoices in CEB’s ERP system (SAP).
PROFILE
Academic background:
- Post-secondary qualification (university degree, advanced vocational diploma, or equivalent) and / or qualifying training in the field of security.
Professional background:
- Minimum 5 years’ experience in the field of security in the private or public sector, with international experience as an asset
- Experienced in the implementation of technical security devices, good knowledge of video surveillance, access control and anti-intrusion systems
- Experience in crisis management
- Good command of IT tools (word processing, spreadsheets, presentation software, databases, e-mail and Internet browsers). Knowledge of an ERP (SAP) is an asset.
Language skills:
- A strong command of French is essential given the French-speaking environment of this role (including host country administrative services and security companies).
- Working knowledge of English.

EMPLOYMENT CONDITIONS
1) Initial 4-year contract (including a one-year probationary period) with the possibility of renewal one or more times up to six years and of conversion into an indefinite-term contract.
2) Grade and salary:
- B6
- Depending on level of experience, monthly salary range starts from EUR 6,846.51, plus allowances based on eligibility, exempt of French income tax.
- Appointment may be made at a lower grade, based on the qualifications and professional experience of the selected applicant.
- Grades are established without any discrimination (including gender discrimination)

As an international financial institution, CEB remuneration is exempt of income tax in France. In addition, our offer includes allowances* based on family / personal situation, and medical and personal insurance. Staff members benefit from a contributory pension plan which provides them with either a pension or a leaving allowance.
